How to calculate your in-hand government salary

Your advertised pay level is not what reaches your bank account. In-hand salary is Basic Pay plus allowances, minus deductions — and both halves depend on your pay level, your posting city and how long you have served. The calculator above works through all of it line by line.

What makes up a central government salary

Six components decide the figure on your pay slip. Four add to it, and the rest take away.

Basic Pay and the 7th CPC pay matrix

Basic Pay is the foundation — every allowance and most deductions are calculated as a percentage of it. The 7th CPC pay matrix arranges pay into 18 levels, and each level is a column of up to 40 cells. Each cell is 3% higher than the one below, rounded to the nearest ₹100. You move up one cell for every completed year, so someone five years into Level 7 earns noticeably more than a fresh recruit at the same level.

Dearness Allowance (DA)

DA compensates for inflation and is currently 60% of Basic Pay, effective 1 January 2026. It is revised twice a year, in January and July, based on the All India Consumer Price Index. Because DA is the largest single allowance, a DA hike moves your in-hand pay more than anything else short of a promotion.

House Rent Allowance (HRA)

HRA is 30%, 20% or 10% of Basic Pay depending on whether your posting city is classed X, Y or Z. Each class also carries a monthly floor, so employees at the lowest levels are not left with a token amount.

Transport Allowance (TA)

TA is a flat monthly figure set by pay level, not a percentage — and DA is paid on top of TA as well, which many calculators miss. Levels 1 and 2 draw the lowest rate, levels 3 to 8 a middle rate, and levels 9 and above the highest.

Deductions: NPS, CGHS and income tax

Anyone who joined central government service on or after 1 January 2004 contributes 10% of Basic + DA to the National Pension System, with the government adding 14% on top into the same account — that employer share is real money, but it is not part of your in-hand pay. CGHS contribution is a small monthly slab based on pay level. Income tax is deducted at source; the calculator estimates it under the new regime using the standard deduction only.

HRA city classification: X, Y and Z

Your HRA rate depends entirely on which class your posting city falls into.

The floor matters most at the bottom of the matrix. At Level 1, 30% of ₹18,000 is ₹5,400 — exactly the floor — so an X-class posting pays the minimum either way. At Level 10 and above, the percentage is always far higher than the floor.

Transport Allowance and the 19 higher-TPTA cities

This is where most online calculators go wrong. Transport Allowance uses its own list of 19 cities, which is not the same as the X, Y and Z classification used for HRA. Several Y-class cities still qualify for the higher TA rate:

If you are posted in Jaipur, Lucknow or Patna, you draw 20% HRA and the higher Transport Allowance at the same time. The calculator sets both flags for you when you type a city, and you can override either one.

How is in-hand salary calculated in government jobs?

Start with Basic Pay from the 7th CPC pay matrix, add Dearness Allowance, House Rent Allowance and Transport Allowance (plus DA on TA) to get gross pay. Then subtract NPS, CGHS and income tax to reach monthly in-hand.

What is the current DA rate?

Dearness Allowance stands at 60% of Basic Pay with effect from 1 January 2026. DA is revised twice a year, in January and July, so any in-hand figure is a snapshot of the current rate.

Which cities are X-class for HRA?

Eight cities draw the 30% rate: Ahmedabad, Bengaluru, Chennai, Delhi, Hyderabad, Kolkata, Greater Mumbai and Pune. Cities with a population between 5 lakh and 50 lakh are Y-class at 20%; everywhere else is Z-class at 10%. HRA also has a monthly floor of ₹5,400 (X), ₹3,600 (Y) and ₹1,800 (Z).

Are HRA cities and Transport Allowance cities the same?

No — and this trips up most calculators. HRA uses the X, Y and Z classes, while Transport Allowance uses a separate list of 19 higher-TPTA cities. Jaipur, Lucknow, Patna, Indore, Kanpur and others are Y-class for HRA but still qualify for the higher TA rate.

Why does the pay matrix index matter?

Every pay level is a column of up to 40 cells, and each cell is 3% higher than the one below it, rounded to the nearest ₹100. Your Basic Pay is the cell you currently sit in, not the entry pay — someone five years into Level 7 earns noticeably more than a fresh recruit at the same level.

Is the NPS deduction compulsory?

For almost everyone who joined central government service on or after 1 January 2004, yes — 10% of Basic + DA is deducted, and the government contributes 14% on top into your pension account. That employer share is shown for information but is not part of your in-hand pay.

What is the salary for pay Level 7?

Level 7 starts at a Basic Pay of ₹44,900. Add 60% DA, HRA for your city class and Transport Allowance with DA on it to reach gross pay, then subtract NPS, CGHS and income tax. Select Level 7 in the calculator above to see the full breakdown for your own city.

Does the in-hand figure include income tax?

Yes, by default. The estimate uses the new tax regime with the standard deduction only, and does not account for other income, exemptions or deductions you may claim. Untick the income tax box to see gross pay minus NPS and CGHS alone.
