There is no single national rule. Three formulas cover almost every Indian university, and using the wrong one can move your percentage by five points or more — enough to change which jobs and courses you qualify for.
The most widely used rule in India. CBSE introduced it for its grading system, and a large number of universities and boards adopted the same factor. An 8.2 CGPA becomes 8.2 × 9.5 = 77.9%. If your marksheet gives no formula at all, this is the one most likely to be expected.
Common in engineering and technical programmes. The 0.75 subtraction makes it stricter than the other two: the same 8.2 CGPA becomes (8.2 − 0.75) × 10 = 74.5%, about 3.4 points lower than the CBSE result. Note that a perfect 10.0 CGPA tops out at 92.5% under this rule, not 100%.
The most generous of the three, and used by some universities that grade on a straight 10-point scale. An 8.2 CGPA becomes 82%. Do not assume this one unless your university states it, because it flatters your score relative to the other two.

SGPA (Semester Grade Point Average) is your performance in a single semester. CGPA (Cumulative Grade Point Average) is the average across all semesters completed so far, usually weighted by credits. Percentage is a conversion applied on top of CGPA.
To go from SGPA to CGPA, average your semester SGPAs: add them together and divide by the number of semesters. To go from SGPA straight to percentage, a widely published shortcut is (SGPA × 10) − 7.5, though it is far less universal than the CGPA rules above — verify it against your own regulations before relying on it.

Government recruitment usually asks only that you hold the degree rather than a minimum CGPA — but always read the eligibility clause of the specific notification.
